Competence of the Council
(1) The Council shall:
1. Approve the municipal statute
and other regulations;
2. Approve the municipal budget and
the annual accounts;
3. Define the sum of its own funds
for financing of the Municipality, pursuant to the Law;
4. Establish public services within
the municipal competence, and conduct surveillance of their work;
5. Appoint members of the management
boards of the public services which it has established;
6. Approve the operational programs
and financial plans for financing of the public services established
by the Municipality;
7. Approve the reports for execution
of the municipal budget and annual accounts;
8. Make decisions on issuing
licenses for execution of activities of public interest of local
significance, pursuant to the Law;
9. Approve the operational reports
and the annual accounts of the public services established by the
Municipality;
10. Make decisions on the management
of the municipal property;
11. Make decisions on the manner of
financial control of the municipal budget, pursuant to the Law;
12. Appoint the Manager of the
Local Interior Authority within the Municipality, pursuant to the Law;
13. Examine and approve the annual
report on public safety on the territory of the Municipality, and send
it to the Interior Minister and to the Ombudsman;
14. Have the right to give
recommendations from the sphere of public safety and traffic safety to
the Manager of the Local Interior Authority and
15. Perform other duties provided
under the Law.
(2) If the Council does not approve
the reports from Paragraph (1) Items (7) and (9) of this Article, it
may start a procedure for control of the material and financial
operation in front of the competent surveillance authority.
(3) The Manager of Paragraph (1),
Item 12 of this Article shall be appointed if he was voted for by most
of the municipal councils within the Local Interior Authority
